What we do

The various areas of service that BL Consult+ offers are broken into the following three sections:

Oil + Gas

We assist and help IOCs to work in Tunisia by settling a consistent partnership with Tunisian NOC and Contractors. Our help includes essentially:

  • Assistance and advisory during permit negotiations
  • Best Practices Study for Drilling, Completion and Testing wells in Tunisia
  • Development of Fields: strategy definition, and completion of the projects as per schedule and quality objectives. Follow up of the partners’ interest
  • Project construction phase: tenders definition wit NOC partner’s consent, bids analysis, management and follow up of different project phases, environmental impact study, and obtaining required safety approvals in due date
  • For pipeline project: Negotiation of the right-of-way contracts through collective and private lands. Management of conflicts arising during the pipeline construction. Permits and consents (legal authorizations) for gas export start up
  • Project Management: For the facilities and pipeline layout and for CPF upgrade revamping projects, with reduction of shut down time to the minimum, at high safety standards
  • Strategic studies on energy local market (data book), gas supply demand forecast for the twenty following years, gas market analysis, LPG market analysis
  • Independent Power Production: Assistance for negotiations with the Ministry of Industry and Energy and with STEG (Power & Gas Consumers Company)
  • SuperLog: Development of Petroleum Software for batch processing of multiple-well and unconventional reservoir interpretation (ongoing)

Environment

We have been involved with the first steps of the environmental regulations and base studies in the country. BL Consult+ can help its clients identify all state and local environmental regulatory requirements applicable to a facility, and to assess the current compliance status of the facility. Through our regulatory compliance and permitting experience, BL Consult+ is well positioned to help clients meet all applicable environmental regulations. Our experience covers onshore and offshore projects.

Stakeholders Mapping and Dynamic Management

Understanding and managing the requirements and expectations of all key national stakeholders are essential for any successful project. We help IOCs better understand Tunisian Stakeholders, and ensure they have adequate compliance systems in place.

Ineffective management of this matter can lead to unexpected actions on behalf of a stakeholder or local communities which could put the achievement of the project objectives at risk. The ultimate objective is an alignment between IOC’s objectives and those of each stakeholder group.

Effective stakeholder management relies, to a certain extent, on a better understanding of the existing organizations, internal/external decision making systems and processes; which helps to characterize up-front the correct course of actions, rather than exert direct influence on each stakeholder.
